If, as it sounds, that means SBC, it seems to be their policy to
"encourage"
dialup customers to become SBC-Yahooey DSL customers -- for MANY more $ per
month, natch.

Here, connection speed suddenly dropped in August from 50-52 down to 28.8.
About a month later, SBC began a major media campaign advertising their DSL
for $23.95 per month for the first year, after which it goes up to about $50
per month -- if you keep it, as if you have a choice.

The three-hour cut is your ISP -- that's their choice. I'm sure SBC would if
they could.
