Okay, I can with some confidence state that this change came with the
"Cumulitive Security Update for Internet Explorer 6 SP1" 
KB8667801 update.

I just checked my old Thinkpad, that hasn't been booted in over a month,
and it had the old Security dialog box.  Then I went to Windows Update, and
the above security patch was the only thing listed, so I installed it, and
after rebooting, the new dialog with the shields was there.  Mystery
solved.
