I'm not sure I completely understand the question.  Normally INF files 
when right-clicked, should show an install option.  Do you mean you no 
longer see that option in the right-click menu?
If that's the case, then your Registry settings for this have somehow 
been lost or corrupted.  Try restoring the Registry from a good backup 
and see if that corrects the problem.
