Know exacticaly what you are talking about. While in schooling I am
basicly Illiterate I got along quite well in my wroking years.
Even in my Years in the Navys Nuclear Power Program we had to fight that
stuff, Brain Dead Management.
And it was even worse during the 20 years I spent in the Engineering
Department of a VA Hospital..
This reminds me of a Story about one of the More Brain Dead Engineers I
had to work with at the VA. He got the opportunity to go to Pine Bluff
Missouri as the Chief Engineer. It was an old broken down facility with
dozens of 2 story WWII buildings and a "Windo Rattler" AC unit i nalmost
every window. Becasue of the Huge spike in Electrical power cost dusing
one of thwe Oil Shortages the VA had a manditory Utility Cost Reduction
Program. Wel lthis "Rocket Sceintist" designed a Central unit system
running Chilled Water. Becaue of the Distances involved he had to use
super Chilled water with a large quality of Antifreeze in the chilled
water loop. All the buildings were refitted and ready for the Summer Hot
weather season. The first glitch was tthat becasue of the Very cold
water they had to use reheat. This of course required the Cenbteral
Steam Boiler to run year round. the second was much worse. Seemed that
he didn't make any calculations o nthe amount of re-Heat required. It
turned out that the Boiler plant was not big enough to carry the load!!!
