It does if you are talking about USR's 21.6k v.32terbo that they
publicized.
USR created the 21k version of v.32terbo, and that's all they did. They
publicized it etc. as if they had created the whole thing, but they
didn't. All they did was extend it to 21k with their own method.

It is acording to Craig. AT&T wrote it and put it into the PD for
anybody to implement. If you have some facts that say otherwise, please
forward it to him, so he can update his comm faq. He generally tries to
keep his FAQ accurate, so I tend to believe him when he says it is PD.
USR's 21k version isn't PD, but that isn't v.32terbo, because the
'official' AT&T v.32terbo doesn't go up that high.
