I ad a number of websites on my IIS server, and they suddenly quit working.
I do not know or recall any changes which should have caused this (notice
this is NOT saying I made none- simply I have been fighting this problem
for a while and don't recall what changes I may have made.)

I've removed via uninstall (they were installed packages) all the sites
there, and still received this error"

"The process cannot access the file because it is being used by
another process."

And the default website is stopped. I cannot start it.

There is no indication what file it complains about, there is nothing in
the even viewer logs, and no error number that I can use as a reference.
I've tried things I found in Googling the error message but to no avail.

Suggestions?

I am NOT much more than of cursory acquaintance with IIS.
