Good case in point win98 fdisk can only create two
physical partitions, one primary and one extended with
logicals, which drove me nuts trying to work around
that with os2.

OK, I'll buy that. I finally got past my fear of LVM
and figured out that I could create compatible
extended volumes after which I booted win98 and
formatted them. I never had been able to do that with
os2 fdisk and no way could I create an extended
partition with windows with logical partitions and
have OS/2 recognize them.
