So it may be that the whole outcome of this situation may reside rhelm of the 
ambassidors. The way the whole thing reads you could drive a truck through
parts of it.  It also seemed to indicate that the USF and W would be willing  
to assist with the gathering of the scientific information (monitarily as 
ell
