The simple answer to that isn't simple. It's a combination of laziness and a user or SysOp being at the mercy of the editor they are using. There are editors like the two I use that have the capability of changing the Subj: line, but then that messes up the threads that others use and follow. Another thing that can be done is to put the new thread name on the Subj: line and adding to it "Was whatever it was". This is the same throughout Fidonet, but the caveat is that not many actually read that line. (-: And not to be pedantic, but does that not occur in the other nets you belong to? ...
