I don't think it's really belt and suspenders, but I use both approaches -
a Maint part AND the CD (actually a set of CDs - eCS boot, DFSEE, and
something I've cobbled up with Bootable).  DIfferent situations ask for
different approaches.

I also use the maint partition as a part of my automatic backup mechanism
- using a cron job in the dark of the night I kick off a backup of the
maint part, then use setboot to reboot to it and pass a flag file that
causes it to backup my regular boot partition and several data parts. 
Backups are cycled with 3 major cycles and within each major cycle 4 minor
cycles; first being a full backup and the subsequent being incremental
backups (not resetting A bits).  The backup itself is done with infozip to
dedicated partitions - each regular partition is backed up to a spot on
the "other" of the 2 hard drives in the system.
