 For xp, there's always the
netsh int ip reset resetlog.txt

 Tries to reset back to the original settings.   That wasn't enough to
recover from IP stacks broken by recent spyware however.   For that we
found another utility that works great for 90% of XP stack trashing
problems.   I'll don't have the information with me, but I'll try to get
more information tomorrow.
