I am not a guide dog user, and do hold the unpopular opinion that law or no law, the user should carry some sort of identification for the dog. BUT...we are not talking about a guide dog going into someone's home, or a small office, or any "other" business establishment. We are talking about an eye doctor, someone who presumably deals with eye problems, and with many visually impaired clients so he Knows the important functions a guidedog performs.
