No, this is a popup that happens when I try staring a website.
Nothing shows in the event log.

My guess is that there is some orphaned process, maybe one of the =
installers or uninstallers that is holding on to a critical file. This =
would not be as high on my list if you have restarted the computer after =
uninstalling the other sites.
Where are you seeing this error that it has no error number? Is =
this in the IIS MMC? Did you look in the event log?
