I have had disks that did not start a couple of times, and I always got 
them going again by giving them a quick spin with my hands so that the 
disc would make a small rotation due to its inertia. You can usually 
hear some "clack, clack" noise when the disc does not start up before 
BIOS tells you that the disk is not ready.
I am not sure, though, that this is what Kevin was after.
