Having worked for a short time as an instructor in a public
high school I would say a large portion of the fault _is_ in
the teaching profession. I do agree that the home environment
and admin costs are also a factor. Which carries the greater
responsibility rests in who is being paid to educate the
children - the teachers.

The 'things' that are being tried are not as bad as they seem
to be (usually), just not as good as advertised by those
selling them.

The methods of collecting revenue are certainly a mess but
irresponsible politicians spending the revenue is equally to
blame.
