 You can then still decide to maintain the traditional structure and as your
 structural uplink to add the echo to his/her service.

 Sure, in principle it boils down to the following.

 If I carry an Echo, you can get it from my system. If it is not there, poor
 luck, go and look for sombody who does. If you you want to shorten the search
 go to the leader of the pissing contest of carrying the most echo's.
 He will be glad to accomodate, as to himself, it justifies his efforts.
