 Digging out my student text books from 1954-57 and college
 instructor reference books from 1964-74:

 There are 2 interlaced fields per frame.

 At 60Hz, each field (top to bottom) occurs every 1.6666E-02
 second, and 2 fields are produced every 3.3333E-02 second.

 Thus at 30Hz, or one-half the field rate, each frame occurs
 in 3.3333E-02 second.
