Last year I read one article that alleged that at least one proposal
for private school vouchers concluded with the theory that vouchers
could lead to a reduction in public support for education. The
proposal had several stages. 1) Introduce vouchers for private
education. 2)Increase support for vouchers by increasing the amount
of funding available. 3) As dependence on vouchers reaches
significant levels, freeze funding. As education costs rise, public
support for education no longer needs to increase - effectively
reducing public support as a percentage of overall government
spending. 4) Reduce funding for vouchers - parents, already
comfortable with paying for their children's education, will not
raise much of a stink.
