It depends on what you call commercial, some systems require a fee (Cost Recovery Program) CRP to get the mail that could be construed as a commercial enterprise. Take my signature for example one can deduct it definitely originated from my system, and part of it is my main origin Marsh BBS (c) As well as my unused point Muskeg BBS (c), although not commercial here it could very easily be in the business world.
