The request has already been turned-down at ZCC-level, but anyway.
Largely for some years R50 of zone-2, that is Russia spanning from its
western to its eastern border which is an impressive distance (way beyond
New York to Los Angeles for example), harbours the idea of being a zone of
its own.
The argumentation is purely social and serves no technical purpose.
They want their own ZC, transform every current net into a region, stuff
those new regions with a number of NC's and that way use the full weight of
such an overloaded *C-structure to force a policy-update down the throat of
anyone else that no-one really wants or needs.
Some key-elements of such yet to be written update deal with bringing
echomail into P4, making policy-complaints on echomailcontent possible.
Arguments which are being used deal with ZMH-enforcement from the ZC-chair.
From my perspective though this does not constitute a major, or even a
minor, issue these days. Nobody's able to give a single example when ZC2
ever leaned on a single ZMH-matter. When they were offered an option to
deal with it via a nodelist-flag, none of them took up the gauntlet which
was thrown to them.
There have been theoritical examples of *C-abuse which are never substantiated.
R50 held a poll regarding this. The turn-out of people participating in the
poll was absolutely poor and when the request was sent to the ZCC with the
supporting poll-data, it was done in such a way to hide how poor the
turn-out in that poll was in order to fool the ZC's.
ZCC decided that the request had little merrit and had the potential of
causing more harm than good.
Ever since that moment now and again there is a moaner who wakes up and
re-kindles a discussion that not many people are interested in.
An excellent example of such foundationless moaning is when Alex Shakailo
takes the floor. He will accuse, he wil insinuate but he will not come
forward with relevant content. Whether he has something or is just
gathering momentum to let Lafontaine's fabel about the "Ox and the
frog" materialise is until further notice an open question.
