This should have been done months ago, but I made the erronous assumption
that others would take it upon themselves in the interest of their regions
(others meaning RC's).  

As a side note, I netmailed Ward again, asking for an update, and urging
that the time is near for a referendum vote.  Perhaps we should wait for
translations to get out, or at least a confirmation that the RC's have
an understanding of what is being proposed.
