FIDO is as much social as it is technical.  Perhaps moreso.

they have no voice at all?

That's right, denegrate their efforts.  That should move them 
over to your side of the issue with smiling faces.

The real harm will occur should they pull out of FIDO en mass.  

You may claim that their poll doesn't show that.  But, try 
reading the results.  The majority of the respondants want 
at least some change.  As it stands, you haven't even thrown 
them a bone.  

Now, ask yourself:  Why are the Russian nodes decreasing?
