What technical reasons was for create Zone2? Or Zones 3, 4, 5 or 6?

For example - story about creation Zone5 place in FIDONEWS 7-41 (8 oct
1990). It had no technical reasons, only "social".

So - rejection to create our Zone7 is only political, no another reasons.
