Hi, Bob!

20 Nov 02 01:41, Bob Short said to Alex Shakhaylo:

AS> BS>> What you expect has been tried before, and failed because it
AS> BS>> was too radical a change. Trying to add it to this amendment
AS> BS>> would kill it for sure.

AS>> May be. But in my neck of the wood this amendment is not welcomed.

BS> I can't accept that until I am sure you (and/or they) fully understand
BS> what we are trying to do with this proposal.

You are trying to simplify the procedure for policy changing. Do you ?

 AS>> Does it count ?

BS> If you mean 'do our opinions on Policy count?', yes... at least to
BS> me. Whether they are appropriate for, or attainable at, this point
BS> in time, I would have to say no.

I understand you. You have worked for the year and you are not in a mood
to put your work to a pot. I would feel the same at your place.

BS> I won't comment on the rest of your message here, other than to say
BS> that what you expect is not yet realistic. You can not, I repeat
BS> not, achieve sysops level voting on matters of Policy.

I don't understand why are you so pessimistic.

This is very simple. Post a message to all the available (really
two or three are enough) echoareas with deadline and addresses where
votes should be sent to (RO & VO) . Ask to forward this message to all
the regions' and nets' sysops' echoareas. Then wait for votes.
That's all. Then receive votes, calculate the results, publish the
results and get new .

 BS> We may be
BS> able (at a later date and amendment) to place heavier requirements
BS> on the *C's to vote according to the will of their nets/regions,
BS> but FIRST we need to make passing amendments actually possible.

It is possible now. There is nothing impossible for network-wide referenda.

BS> Until now, efforts like ours have been futile. Then, a while ago,
BS> Ward mentioned that he would relax the "ALL RC's" requirement for
 BS> passage of a referendum...

Ward ? I didn't saw from the current policy that he had this power.

BS> mainly due to the chaotic state of some
BS> zones and regions (where some RC's are/were either missing or not
 BS> responsive).

All you need is network-wide referenda. This is a common way to change
anything. And I don't believe it is very difficult to run.

BS> Despite whatever disagreements you have with him, I hope you can
BS> take into account that he is NOT of the same genre as past *C's
BS> have been, in that he is actually a proponant of change (being one
BS> of those involved in drafting our proposal).

Ward approves only changes that help him to save his position.

AS>> I think any polls are needed in case we want to get aware with a
 AS>> truth.

BS> If you are so hell-bent on polls, try this one: Post the proposal and
BS> summery in your echos of choice, and ask:

BS> "Do you support the changes included in this proposal?"

 BS> Bob :)

I've posted proposal already :-)

Bye, Sinc, Alex
