It never been stated this way. There is no need "to force", there is
a need "to quorum". In any way what happens now cannot be regarded as
natural or balanced, when majority of fidopeople is gathered into a
single region, while there are regions consisting of a single (never
answering) RC. And you are right, the reasons are purely political.
I'd say social, though.
