Sorry, not defined by the FTS specs, so it's user-text as far as
the FTS specs are concerned.  Same as if rep2pkt automatically
puts in "fred nurks was here".  Poor old Bob.  If it's not being
done as part of the FTS-control-line generation, it's not an
FTS-control-line, ergo it is user-text.  BFN.  Paul.
