Among our toils, we built a blank HD with C: 4.5gb, D: 2.0gb E: 3.0gb using
eCS 1.1 mini LVM and installed successfully into Vol D:.  

Then using the Command Line LVM.exe in 1.1, we could NOT make Vol E
bootable (it spans the 1024 boundary).  (We could make C: bootable).

So, if this is what you mean by "character mode LVM.exe" well we have
been there, done that.  LVM.exe and miniLVM (whatever exe that is) both
don't work. I do not know what the management console is as my eCS 1.1
is still in the box here and have ver 1.01 on my DT box.
