Originally, in the old B&W standard, the vertical was synced
to the power line frequency AT THE TRANSMITTER. This was done
to reduce/eliminate flicker produced from a beat between the
vertical oscillator and the AC line.
(Flicker is different from loss of vertical sync, when the
picture completely rolls and rolls and rolls.)
But it was soon discovered that all power lines in the U.S. are
NOT synced to each other. A viewer 50-100 miles away from the
station may obtain electricity from a totally different utility
company that generates its own power.
