Not quite.  AAMOF, from what I've been told you have a
much better chance of winning (or settling with) a
school then you do a PD.
Also most PDs or LEO organizations offer free or
reduced law advice and/or counsel to an officer who is
sued.  They also have, usually, some kind of
'malpractice' insurance to cover these suits if they
lose.
Teachers, principals and school board members don't.
When a school board member discovers that he can be
held financially responsible if the boards action
causes the problem they usually try REALLY hard to
solve the problem.
My personal experience with our local school's ZT drug
policy on drugs bares this out.
