There is at least the two different approaches to Z7 idea. The first one is to move Z2:R45,46,50 there, as long as they are the quite special cases, where western people hardly can feel comfortably and opposite is also true. The second one is to create Z7 as a duty-free zone, where Policy (as long as it cannot be changed ni traditional way) would have only advisory vote. Participation there is assumed voluntary, but the new alive *C's would give a real chance to overcome needed quorum to change Policy which we all know needed to be changed long long ago. The only objective bad I see could be the Policy change (because of addon to the total *C quontity). In any case new *Cs themselves would not do anything without other *Cs support.
