Windows Network Thrashing has a package you can get for it that'll run OS/2
1.x (16 bit) PM apps.  Badly.

Microsoft is incapable of writing anything that'll run OS/2 32 bit apps. 
They just don't have an operating system with the resources required.

The current OS/2 betas will run Win32s apps (the 32 bit API available in
3.11), but IBM has no plans to run Win32c apps (the new chicago api with
multi-threading and everything.  Nobody's written a single app for it to
date.  Nobody's even ANNOUNCED a single app for it.)
