Maybe not?  I don't know the status of work on a new nodelist tool but the
¨source is now widely out there.

If a tool were there to also manually force the PVT Unlisted back in in a
zone ¨that didnt use the new tool, then it could be tested by one zone
without ¨causing havoc on another as long as they didnt play with the NC/RC
level ¨listings too.
