Under fresh blood I meant administrative relax, mainly. But yes,
I know some people who would join new zone (from those who left
last years).

Mathematical logic doesn't work in a society, but serves as a PR tool,
nevertheless. I'd like to start discussion from the opposite side.
In case there is not visible harm, there can be unvisible gain. In any
case why not to die with a marry music instead of a passing-bell ?
