You could well be right. In New York State we have been administering
minimum competency tests at grades 3 and 6 for a number of years (all of
that will be changing shortly). I am not familiar with the entire
battery of tests, but on the 6th grade math exams, students are
considered minimally competent if they get 22 of the 60 questions
correct. That might not be so bad if the test were challenging, but it
is nothing more than a test of basic skills. Pretty sad, in my estimation.
