Hi Andy,
From my eCS 1.1 drive - now also on this 1.0x edition:

[384SDRAM E:\os2\dll]dir wpinet*

The volume label in drive E is ECOMSTATION.
The Volume Serial Number is 68CE:8815.
Directory of E:\os2\dll

20/08/03 13:10 161,566 0 a--- WPINET.DLL
11/02/01 15:43 128,826 0 a--- wpinet.dll.old [original eCS
1.00 version - that didn't work!]
        2 file(s) 290,392 bytes used
                    128,210,944 bytes free

[384SDRAM E:\os2\dll]

Incidentally, although it took a very long time to load - /pub/os2/util
- the clock & CPU meter in eComCenter stopped, loading into new default
details view, just as I pressed CTRL-ESC, up came 1705 entries including
a lot [all?] of the subdirectories of /pub/os2/util - this is a brief
list of first/last in each that were in there - directories were
un-named, just obvious from the UNIX "total" after each. There were
some subdirectory folders visible at the next lower level
-TCPIP/NETWARE/NDIS/LANSRV in one for example.
In all there were 30 subdirectories within the overall list .
This was a summary of the files in the details view of FTP Host:

these access restrictions may be why one cannot successfully do a 'cwd' ?

I've just created a folder in the files-area "FTP Host screenshots"
with another couple of shots of part of the complete[?] UTIL directory
on hobbes.
