  You are not wrong. Indeed, may software development houses use OS/2
  for developing DOS and Windows programs.  I used to write DOS programs
  under OS/2 using Borland C++ 3.1 for DOS myself.  That is until I got
  hold of an OS/2 compiler and discovered the joy of OS/2 programming.  (-:
