That is the Thistle Midwinter Championship. I've crewed in it a couple of 
times several years ago. They race in Tampa Bay, not out in the ocean. It 
used to attract about 60 boats.
 
Fun also were the social events at the St. Pete Yacht Club, a big downtown 
country club type formal yacht club. They were gracious hosts to the dinghy 
sailors.
