Tom, School policies mandating zt and expullsion in addittition to arrest 
pose an interesting situation.
My problem with officers in school , at least in Nashville do absolutely 
nothing, by policy, than do drug ,weapons and fights. A student that has 
something stolen or has any orther problem can expect police help.
Patrol doesn't go  in on any minor call and officer won't handle.
Then of course DARE comes in as officer frienfly but the "illusion is quickly 
learned and trust breached by the lack of trust.
I know personally school service and dare officers and the approach to kids 
is totally different.
