that's a strange claim.

Adjacewnt lines aren't broadacst in sequence... the PAL is interlaced...
so the only other line involved is the one from the delay line, which
displayed two up from the current one.

from looking at PAL displays driven from a digital source (EG amiga 500)
I've not noticed any "averaging"
