PrimoPDF is free and has more features than the last version of cutePDF's
free version the last time I used cutePDF.  John Cuccia recommended it to
me, and I've been very happy with it.  It allows full setting of security,
user rights, etc. in their free version.  It doesn't put any unwanted
markings on the pdf files either.
