A program is usually defined based upon it's primary purpose.  FrontDoor is
a mailer (not a tosser).  A Ford is a motor car (not a cigarette lighter).

Robert's original comment, "tossers unpack, mailers send files", is not 
entirely correct.  Some mailers often process mail before, after, or
perhaps even during, a mail session.
