If a governor decided he needs the assistance of the National Guard of his
state, all he has to do is recall the units he needs, TO STATE DUTY. No
action, other than notification to FORCECOM is required, to the federal
agencies.
However, if he needs the assistance of the National Guard of another
state, he has to request that assistance, via FORCECOM, for that assistance.
That request will be channeled upwards, to a appropiate level of approval,
which MAY OR MAY NOT be the president.
If the request is granted, the national guard unit is FEDERALIZED, called
to active duty, and sent on their way.
Truth be known, normally a local unit commander knows very early on in the
process, and will be calling his people in before the official word comes
in.
