It is legal to advertise and sell non-Austel approved equipment. It is
just illegal to use said gear. I actually rang Austel to check this.

This is much the same as the situation in some US States. It is legal
to buy and sell home brew beer equipment and ingredients, but illegal 
to actually brew it!
