It had absolutely no technical reason, only political. FTN has always had the possibility to house at least 32.000 nets with 32.000 nodes in each -- and that's with sloppy programmers that cannot deal with words but only with signed integers. That's about as many possible node numbers as the number of possible IP numbers on the internet, so there never was any technical need for a third dimension, aka zone numbers.
