Hmmm... Here in Wisconsin they call it Wispern. 155.475 and it's used
different. They use it as a low power non repeator car to car with all
units having it (city, county, state, FBI etc...) Seldom used unless
more than 1 county is in on a chase or a private conversation.
From what you describe above it sounds more like point-to-point (HIGH
powered county to county, county to state, FBI to county or state etc..) 
using a frequency of 155.37...
Of corse they do things different in Wisconsin...
Ok so in California they call the hiway patrol CHIPS right???
Here in Wisconsin they call them WIMPS for Wisconsin Motor Police
Squads...
