Actually, it is not syndicated. Many stations carry it under Secondary
Affiliation agreements with UPN, that allow them to schedule the
programs outside of primetime hours. In the first year of Voyager, UPN
allowed stations to clear Voyager that did not carry any of the rest of
the UPN schedule. Beginning with Voyager's second year, stations had to
clear other UPN programs, as well as Voyager. Some stations elected to
drop Voyager rather than have to broadcast a bunch of other, less
popular UPN programs.
