That would be difficult. The frame window controls the menu by
the fact that it has the FID_MENU id. If you added another menu,
it would not be able to know what was going on. It would look for
a window with FID_MENU id, and the enumeration would find the
first one and use that. So you would still have to do all of the
overridding of frame control operations to provide the correct
placement of the control, and the frame would not correctly
manipulate the second menu.
