I'm assuming that your state has some kind of don't-pass-don't-graduate
"competency test" for HS graduation, like North Carolina does.
If you want to cut down on ill-qualified graduates, raising the _state_
standards on that competency test would be a lot more cost-effective than
requiring a federal competency test in addition to the state one.
