Actually, I remember that the Administration did not give short shrift to
Heather herself about this...she met several times with Secretary of State
Colin Powell about it. Rare is it I think for someone to get that kind of
audience just because they're PM's (at that time) fiance, but for it to
happen twice makes me think they took her rather seriously. (May have
helped that Paul's such a good buddy of Tony Blair's too, or at least was
then...kinda wonder what happened to that relationship after the war
started).
Of course, as you note, the US ultimately declined to sign. They maintain
that the treaty as written would keep them from using (I think I'm
remembering this right) certain marine weapons in South Korea.(I'm nnot
defending this I'm just saying it's what I remember reading after Heather
meat with Colin Powell).
