That is totally untrue. The FCC has NO power outside the US. Other than its
normal vote at ITU conferences. Aust also has that SAME power at these
conferences.
As does all other member countries. There have been many occasions where
the US have tried to bulldoze things through that have failed, on many of
these occasions Aust was opposing the US. They are not the allmighty god
you seem to think they are.

Btw, as an ex Principal Frequency Assignment Officer and Occasionaly
Spectrum Engineering Manager for the Spectrum Management Dept in PNG, I
have been directly envolved in these matters and also have had
"wins" over the US (FCC).
